Education Campaign
In this period the concern was with the reforms in the education of the normal person. In the world-wide panorama, the decade of 50 was marked by quarrels on the objectives and the quality of the educational services special. Meanwhile, in Brazil it happened a fast expansion of the classrooms and schools special in the public schools and of private communitarian special schools and without lucrative ends. The number of special educational establishments increased between 1950 and 1959, being that the majority of these was public in regular schools. In 1967, the Pestalozzi Society of Brazil, created in 1945, already it counted all on 16 institutions for the country. Created in 1954, the Association of Parents and Friends of the Bonanza ones already also counted on 16 institutions in 1962. At this time, the National Federacy of APAES was created (FENAPAES) that, in 1963, it carried through its first congress (MENDES, 1995). At this time, we can say that it had an expansion of private institutions of filantrpico character without lucrative ends, thus isentando the government of the obligatoriness to offer attendance to the deficient ones in the public net of education.
It was from years 50, more specifically in the year of 1957, that the educational attendance to the individuals that presented deficiency was assumed explicit by the federal government, in national scope, with the creation of campaigns come back specifically toward this end. The first campaign was made in 1957, come back toward deficient the auditory ones, Campaign for the Education of the Brazilian Deaf person. This campaign had for objective to promote measured necessary for the education and assistance of deaf people, in all Brazil. After that ' is created; ' National campaign of the Education and Whitewashing of the Deficient one of the Viso' ' , in 1958. In 1960 ' was created; ' National campaign of Education and Deficient Whitewashing of Mentais' ' (CADEME).
